I go to swimming lessons with my 13 mnth old son and im in the pool with him. He loves it as they make games for them and im there with him. Im the one teaching him and holding him. Once in the pool the teacher takes him for about 2 mins and he is fine. It has to be fun. He loves it.
We use to go to another and he hated it. Screamed the whole time and I ended up taking him out.
He loves where we go and now is starting to go under the water.
Maybe look around for some where else as they are meant to enjoy it too.
