I can say with 100% factual knowledge it is not the law...
I can also say (as a traffic police officer who educates other police officers and members of the public alike) - that in SA - we don't even look for those signs on the rear of cars when we attend crashes. We work from the information provided in the tasking (where a person calls in to report a crash, they're asked how many occupants, etc)...
I would like to hope that people do take extra care on our roads if they see a 'baby on board' sign, but to my knowledge no study has been conducted to ascertain this...
