Job availability is at an all time high. In the next few years, the economy may well be hampered simply by not having enough workers available to make the most of the opportunities that are out there. Getting people back into the workforce is a real priority around now.
ETA - the sort of economic and social analysis and modelling that goes into producing the figures that the government bases their numbers on is highly sophisticated. They understand quite well that different households represent people in different stages of the life cycle and that some households have more income but also higher expenses than others. And they also make distinctions like income (what the $ is you get each week) vs wealth (the sum total of the financial resources, assets etc at your disposal).
