I dunno, I a bit on the fence with this one. As a guest I wouldn't want anyone doing work in my room when I had paid for a holiday. But we do live in a society and if we were asked when a good time would be to have a tradie to come in and do some work I'd happily suggest breakfast, lunch or dinner time.
I'm very impressed with your husbands morals and I think he did the right thing. I would not be impressed if I was paying top dollar for a relaxing weekend away and there was a tradie in my room who I had to tip toe around.
I have got a very heavily discounted room before because they were doing work in the hotel so if the guests are aware of the work and have paid accordingly it's pk. If the guests have paid full price then I would expect them to demand a refund and get a new room.
