I REALLY need to draw up a budget... really bad..
I finally just worke up he courage to get all my bills together and add them up.. $4500!
I tried drawing up a budget but i really dont know how to do it. Or where to start for that matter!
I am on a payment plan for most which is a bit of a start i suppose....
If someone is willing to help me out i dont mind telling you my income, bill amounts etc so you can help me write it out!!

It's so mind blowing isn't it?! There is a budget planner that you can download from the Understanding Money website that you may find useful. It factors in all your bills, etc. The link to it is here: Budget planner

I second the site Trish suggested. Plenty of helpful ideas, and it will give you a better understanding if you manage it yourself.
Good luck, it is daunting, but it is empowering when you are on top of it.
my advice for budgeting is to include EVERYTHING, we budget for presents, clothes, car services etc so that when things arise we have most of the money to pay our big bills. Another thing DH and I is allow ourselves an allowance each per fortnight which we use for anything we like for ourselves- lunches for work, new books/ cd's, i use it for hair and beauty stuff, I pay my Personal training out of it too, this way we both spend whatever we like without feeling like we have to justify it to each other.

It's in a spreadsheet and all the formulas are there, you just have to plug the numbers in!
