9 times out of ten they wriggle so much it's a mission to make sure the blackets stay even on them.
i still short sheet DS cot, so the rugs are only as tall as him, he's the same age as your DD and i have never found him under his blankets, mostly ontop of them ^^;
I still can't keep my boys under blankets. They just wriggle too much. DS2 wears blanket AIO type suits if it is really cold, but DS1 won't have a bar of that anymore. He just goes in the warmest clothes we can get him into and then go in and put blankets back on them if either DH or I get up during the night.
Am very interested to know if anyone does have a magic trick to keep blankets on older children.
Have you tried the Snugtime Sleep Suits or the Target Blanket Sleeper equivalent? They have feet in them, zip up and have a button strap that goes across the zip so they can't get to it. That's all I use on my DD and she is 15mths old. I put a either a long sleeve or short sleeve onesie underneath. I also used these for both my boys as they were restless sleepers as well and moved around the cot alot.
I have never used a top sheet or blanket in a cot.

I bought a snugtime sleepsuit today, so will see how we go tonight :)
that is what i was about to sugest, my dd (almost 14months) is on constant blanket patroll at night (leg waves in the air like a radar) and its the only guarentee she will be warm, hope it works for you to.
How did the sleepsuit go Emma? Hope it worked well. It was a good night to try it as it was chilly here in Melbourne.
A have a GF who also uses them, she puts long sleeve cotton Pj's undertheath the sleepsuit as well on the extra cold nights. The ones like snugglebum Pj's so it's not too bulky in the sleepsuit.

I put a onsie on underneath and she slept till 5- then slept till 7.30 in my bed- which is an improvement!

Can't say enough about the snugtime sleepsuit....worth every $$ :)
My DS will be in one this winter as he also won't keep any blanket on him.
