Have you rang the council? City of Bayside I think. They manage these services in Vic.

Try City of Kingston and City of Glen Eira as well - Bayside didn't have many providers when we were looking ~ 4yrs ago. There are some private providers - ie on gumtree/find a babysitter/nanny sites but they charge way more and haven't the benefits of council inspections/CCR rebates. Good luck!
could also try careforkids - they will have listings of centres/fdc in your area. may not list each individual one though, as not all have their details registered
