Ultimately, it's up to you and your reading of your child. Generally, I would go if they stop drinking or can't keep it down, get dehydrated at all, get lethargic, get fever for more than 24 hours (or it's very high and/or does not respond to treatment) or if, generally, it seems like more than the run of the mill cold.
If it's a cold, there's not much anyone can do at all, no. If you think it's something else, then it's worth seeing a doctor. A lot of things start out looking like a cold, but if she's had this for 8-9 days already then perhaps this is all it is?

Trust your mummy instinct. Whilst it may be just a cold, she may have an ear infection as well. My DD1 would always have what i thought was a cold, but turned out her ears were infected which, because they were blocked, caused the other symptoms, snotty nose, runny eyes etc.
