ok - you could think Johnny Depp in Pirates of the Caribean. Is Jensen crawling yet?
He can be bare footed (even go authentic and rub a bit of brown eye-shadow on his feet to represent dirt - or even just rub his feet in dirt!).
For the pants pattern - you can draft these yourself from a pair that he normally wears.
To draft a pattern, grab some newspaper and tape it together to form largish sheets.
Then take the pants. You can grab a pair of long pants & just cut out the material to the length you want when you cut it out.
You'll need to draft both sides of the pants, to do this, fold the pants along the centre seam (so the crotch bit is sticking out), lay this down on the newspaper, draw around it (leaving a couple of cms around the pants for the seam, when you get near the top of the pants, just draw straight up (don't follow the pants as they're probably elastic around the top) to a bit above the top of the pants. Fold the pants the other way and do this again, now you have the front and the back. It will look like you've only got 2 halves of the pants, but when you cut doubles of each you'll get 4 bits of material. Pin & sew. I'd go for funky stripey material (look for the remnant bin at spotlight for curtain/upholstery material - if there isn't enough for the whole pants, make them in 4 different "piratey" patterns).
For the top, if you've got a cotton (not stretch type) top, lay it down on the newspaper, trace around it (as you've done above, with the seam allowance). When you cut out, cut this one on double material (as in you'll end up with 2 pieces), pin & sew together (yes this works for adults as well). If you've got any old lace floating around, then put some of this around the neck of the shirt and the ends of the sleeves.
You could even use the top pattern to make a little vest (maybe in the same material as the pants) & if you're arty - paint a jolly-roger on the back. You should be able to google pics - maybe even find one with a dummy in its mouth
Get a funky bandana for his head, maybe (if he'll sit still long enough) use some make-up to draw a eyepatch on him.
