VBAC after very early C-section?

Has anyone had a VBAC after an extremely premature C-section delivery?
In April our first child died suddenly in utero. I was induced but after an internal it became clear that I had grade 4 placenta previa so our son was delivered surgically. At the time I was relieved not to have to go through a full labour, but found out later that the non-muscular lower part of the uterus doesn't form until 28 weeks or so. The doctor was able to perform a low-transverse incision, but my new doctor (who is a high risk specialist) said that the scar may still end up in the upper, muscular part which contracts during labour, therefore leading to a higher risk of UR.
I really want to have a VBAC, as we want 4 children and would like to avoid the risks that further scarring on the uterus brings. But as you can imagine I'm terrified of losing my second child as well, especially if it's preventable, I'd never forgive myself.
Has anyone had or know of someone who's had a VBAC after a C-section prior to 28 weeks? Any advice would be appreciated.
