Simple Q, not so simple A... about selection criteria applying for job

Ok, DH is applying for a council job.
We are (or I am, lol) currently working on his application. I need to outline all the selection criteria, including essential & desirable.

The first essential is 'basic literacy & numeracy skills'. Now I understand this is because it is needed, & some people have issues here, but how do I answer this?
What would you write? I completed high school up to year 10? Umm... I can't think of a long way, or any way really, to answer that.

    Someone??

I have excellent literacy and numeracy skills which will enable me to do (insert tasks for the job). From my previous jobs working as (previous job) at (organisation) and (previous job) at (organisation), I used these skills on a daily basis. Go on with more situations in how you used the skills.

This is a starting point - I am great at writing other people's applications just not my own. I find it helpful to find basic job descriptions on the govt job guide website, then you can cover all the tasks involved in previous, current and the job you are applying for (of course also you will use the description in the advert).

    Hope this helps.
