If you're concerned go and get checked. I had a day where that happened and my hospy got me in straight away for some monitoring. Best to just get checked.
I had a day like that a couple of days ago. I'm 32 weeks, and bub would not move no matter what i did. I went to the hossy and they strapped me up to that machine (CTG????) and as soon as that went on he started booting it
At 21 weeks there is still plenty of room for bub to move around so they were probably just in a position you couldnt feel or even asleep! I used to always freak whenever my DD would stop moving. When i was 37 weeks she didnt move for 8 hours! I almost died i did everything to make her move and nothing. I called my mum bawling my eyes out and she told me to have a hot shower and sure enough DD started kicking like crazy. I guess she didn't have much room to move and was sleeping.
Unfortunately babies do have the occasional day when they decide not to move. I think they do this just to scare mum. Giving it a poke can sometimes help as can drinking some icy cold OJ
