Is he still alert an happy when he is not sleeping? Sometimes birds that are not well will sleep in the food or on the floor because they do not have the strength to hold a perch.
Do you know how old he is? You could maybe get him a friend if he is use to having so many birds around he might feel more secure in his feed.

Your welcome. If your hoping to keep him as a tame bird you can handle getting another one might make that harder. You could always try a mirror first.

I would think he maybe not used to perching... maybe building him/her a nest like they have with mum... you can use anything like a small container and line with paper towel and stuff... poke holes in it and support it by cable ties onto the perch and side of the cage... HTH!
