    In-Text reference help please?

I was having a discussion with my mum (who has just finished a uni degree herself) about in-text referencing and we are disagreeing on how to do it. The style is modified harvard and the examples I can find on the library don't include what I am looking for.
So I need to reference a source I have used on the internet on the Australian Government Department of Education, Employment andWorkplace Relations. Now the article doesn't have an author so do I do my in text referencing as (AGDEEWR 2012: 3) or (Australian Government Department of Education, Employment and Workplace Relations 2012:3). I guess the second one is correct but it seems so so long for an in text reference.

Second one unless you've shown the abbreviation elsewhere after having written out the full author group eg Really Long Name Government Department (RLNGD) says ...... (RLNGD 2013:3) - only used RLNGD as I am on phone and couldn't remember the actual name. (I attempt ( )to teach Yr. 12s a Research subject which means I need to know referencing)

I only have to use APA or MLA referencing, but you always have to have the department etc name in full first and then you include the acronym, so you would use the second one like this (Australian Government Department of Education, Employment and Workplace Relations [DEEWR] 2012:3) and then for every reference for them after that you would just use (DEEWR 2012:4) etc

Just wanted to ask another question I can't find how to do. My essay is on policies and I am using alot from the World Health Organisation. So as there is no author when you have different articles from the same source in the reference list how do you write them? I assume they are numbered 1, 2, 3 etc but not sure how to do it. I am abit reluctant to call my lecturer about it. Of to google again and thank God this is only worth 20% (the assignment that is)

Upon further looking I think I have worked it out. Different years are fine to use in-text but if its same year just need to put an a or b, etc. Arrr this is doing my head in.
