A good friend of mines sister's baby had fluid around its heart and multiple cysts on her skull. They said it was a strong sign of downs syndrome and she had numerous tests which showed fine but they still said something wasn't right. Turns out her daughter was fine and she is now 2.
I have seen several ultrasounds show cysts on the brain and follow up scans at 32weeks show nothing (cysts are gone) I think they usually offer further testing if the parents wish. Of the scans I have seen with cysts on the brain all the babies have being normal without disablities. The few babies I have seen born with DS have all being unknown before birth and a complete shock one even had the nuchal translucency scan which showed a low risk.
Based on just having two cysts on the brain I would say the risk of DS is still relatively low. I think when more signs are detected like heart problems, thick fluid at the neck etc then that risk is much greater.
