With the wraps, how about muslin ones? At least 1 sqm in size and wrap on the diamond instead of on the straight edge? This gives you more length and width to wrap with.

I got very thin muslin wraps 120cm x 120cm, she wriggles out of them the easiest! I think cause they are thinner and yeh i use the diamond wrapping approach already lol
I wrapped right through summer last year - just used lightweight wraps & put the air-con on if necessary. DS was wrapped until he was 9 months old - he wouldn't sleep without it either. You may find the eye-rubbing is just because she is tired - not just because of the eczema. DS rubs his eyes too (so much so that it used to stop him going to sleep - he would just flap his arms and rub his eyes). Now that he is older he doesn't flap so much.
Re. the shape of your wrap - I actually found it better to wrap on the straight edge with a big wrap (mine was 150 by 150). Then I could wrap the two sides & tuck them under his bottom, then fold up the bottom of the wrap & do the same thing - tuck the sides in. You can buy muslin that is 148cm wide from spotlight.
