Yep - babies bottoms (and their sensitive genetalia region) are no place for the toxic ingredients in commercial baby wipes. The bigger the brand the worse they tend to be.
Its a catch 22 - they can cause inflamed skin and rashes - so then you need to buy some of their toxin-filled nappy rash cream.

Go cloth and save $$ and chemicals!! Natures Child organic cotton cloth wipes are good - very soft. And their organic Bottom Balm is divine - I use it on my lips!
