VBAC and Waterbirth

Where I am based in South East Asia, there is only one obgyn who attends waterbirths. However, hospital protocols do not allow for VBACs to attempt waterbirths at that hospital. Apparently, the midwifery and nursing staff are either too scared or feel too inexperienced to handle VBAC waterbirths.

Is there any research showing no/little negative outcomes for VBACs and waterbirth? Or does a hospital in your area provide this service, and is there any way to look at their protocols for this?
