Inner west (PM me for specifics ) Lots of children and families, close to public transport (bus and train), lots of community resources like activity buses that visit the local parks, nice local libraries, great food locations, convenient shopping etc

Can be expensive depending on the area and a house with a backyard is often hard to get but there are townhouses with courtyards and lots of parks close by to run them ragged. All areas have potential safety issues but relatively safe in most suburbs around here.
