16 year old DD....how to claim Youth Allowance??

I was told by centerlink DD has to claim youth allowance online when she turns 16. Does she have to register with Centerlink online herself, or can she do it on mine? If she has to register herself she needs a CRN. Would she already have one at her age? If so, how do we find out what it is? Or does she have to apply for one?

She would already have a CRN. Just ring or go into centrelink and ask what it is. From memory, she needs the correct forms etc to fill out and take them into your local centrelink to start recieving youth allowance. I would assume she has to register online herself as its a seperate person with a different CRN and you use your CRN to log in. Im not sure if they could "link" them though, Ive never asked (as my DD isnt 16) but I wouldnt think so as it would be a privacy breech.....

I'm so silly, I went into Centerlink to ask for the forms for youth allowance this afternoon (they said we HAVE to claim online...no forms) but I forgot to ask about her CRN. Oh well, I suppose I will go back tomorrow.

Oh really? They dont do forms for YA anymore? I didnt know that. Too bad for those that dont have internet access.....

Yep, that's what I thought, they have internet you can use in their office. But what if you live rural?

We don't have a healthcare card I can't find her number on any of my letters or online.

You will also have to get her a Tax File Number - they wont pay her Youth Allowance unless she has it. My brother has just had his come through and it was held up because he was waiting for his TFN

My DD has just put in an online claim for it as she turn 16 last Saturday.
The CRN she has with me did not work so she had to register online and it gave her her own CRN number.
She has put the claim in and we and I have to give them a call tomorrow as they need parents income for the means testing.
As she still is your dependent (at home and full time school) the money will be payed into your account.

Oh ok...that is what it said as she was doing the application and the lady at centrelinck told us

I thought that is what happened too, but Mum was telling me how he got a nice surprise in his bank account because they had backpayed him.

I think it depends on the age? Ours all went into mum's account til we moved out of home.

As for which account it goes into, I know that it can either go into hers or mine...we have to nominate an account we put the claim in

Youth payments are paid into parent accounts until the child turns 18 unless the parent signs the payment over to the child

the application is done online - the CRN for the child IS the one on the parent HCC or file, but, when signing up online, it creates a seperate CAN (customer access number) as the child file is linked to the parent file (not stand alone). it just means they have one number they are paid through (CRN) and one they use for self service (CAN) - many customers have two numbers.

i'm not sure the exact process for claiming though as i don't work in youth, but i'll assume it is similar to families

register for online services
menu on the left hand side gives you the option to make a claim (not sure of wording but i think it will be top option)
fill in claim as student
submit.

this will then be linked from CAN to CRN

the application will ask that parental income be provided - that one can be provided through the parents online services account i believe

Youth Allowance claims can take up to 21 days to be processed. You CAN apply online before the child turns 16 - I always recommend applying 3 weeks before the birthday so there is no delay between cancellation of FTB and the YAL starting. You can only be paid YAL from the date you lodge the claim if you don't claim on the 16th birthday.

In addition to a Tax File Number, you will need to supply proof of birth or arrival in Australia (e.g. original Australian FULL Birth Certificate,overseas passport with Australian Visa, or Citizenship Certificate) PLUS 100 points of identification (for example a medicare card 20pts, student ID card 20pts, bank statement 40pts and a school report 20pts).

A Youth Alllowance claim CAN be granted without a Tax File Number and with just 40 points of identification, but if the TFN and remaining POI aren't supplied with 28 days, the payment is suspended until the documents are supplied.

Schools will often apply for a TFN for students in year 9 or 10...if not, you can get an application form from Centrelink or possibly Australia Post outlets (not sure about this). A TFN application has different ID requirements to Centrelink. For 16 year olds, a birth certificate, a medicare card and a current student ID card will meet the ID requirements for the application - you can take the application form and the original ID documents to Centrelink and they will certify the documents and send the application directly to the ATO. Otherwise, the ATO need to see original documents and they have very few locations where you can lodge the applications face to face.
