Cold? Rash?

I noticed yesterday ds started coming up with a sore just under his nose and a dribble type rash (raised red bumps) around his mouth but no runny nose or dribble he then woke crying twice early this morning asking for water, snuffly nose , no temp and went back to bed feeling tired so I'm guessing he has a cold but he's now got more sores around his nose and dribble rash is worse which he's never had ,do I just put a barrier cream on it? Anyone had it? He will have to have a dummy at nap times too and bed time that for him is a non negotiable especially when sick otherwise he cries and cries

Could be teething too?

Could it be hand foot and mouth? Had he had a temp at all in the past week?

No temp that I know of he has no temp today but he's also had two doses of neurofen so that could be masking it
It does kinda look like hand foot n mouth but not inside mouth only around and not on hands and feet althought I've noticed 2 similar spots on his bum
