But in most cases omitting the truth or not telling all the story is the equivalent of a lie, in my opinion
if someone say soemthing then changes their mind (and doesnt inform you) and goes back on what they have said or the commitment is this a lie? How do you deal with it?

so if you say i wont touch that and then touch it is that a lie? especially when u knwo you have said you wouldnt touch it?
theoretically, yes
but then it begs the questions if you do something you said you would is it a lie? because doing something is physical & a lie is spoken

I think a promise or a commitment is a commitment and to do different from that knowingly and knowing that you have committed your self to do it and you dont then you have
a, faulsy made a commitment with the intention of not following through (fog me off maybe)
b, Changed ya mind but not informed the person you committed to and given your reason
c, become un trust worthy same as a lie because you have created doubt now by changing you plans
d, no different that a lie as a commitment broken is a lie right? or wrong?

Depends how technical you want to get... I guess in terms of pure language meaning, no - as a lie is a spoken untruth... If the initial promise/statement was made with no intention of following through, then it is a lie, but if it was made with the best of intentions but things happened to change the circumstances, and there was no explanation given, then it isn't a lie exactly, it's a broken promise/commitment... does that help?
On the other hand, if they turn around and SAY they never promised/committed in the first place, then that IS clearly a lie.
