Mine was first tested at 13dpo at 18, i then went on 800mg of progesterone daily, and at 15dpo it was 30, 17dpo 45, 20dpo 65 I'm still on 800mg a day and will start weaning off this week over the next few weeks.

The notes i made at the time in my diary say normal first trimester progesterone is 9-47, my OB said nudging them higher is covering out selves as there is no way a normal dose can take you too high... she didn't give a me a figure for that though.
I really sounds to me like they are just covering you to be extra careful.
