What sort of Jumpsuits are you putting him in? We had a similar prob at that age, i bought some size 2 bodysuits from target (the ones with the snap buttons in the crutch). They were fairly cheap and short sleeved so i could still dress her as i liked. She couldn't get them undone and it solved my problem. As far as toilet training goes only you would know this, its worth a try however.
