DS is almost 17 months and weighs about 11kgs, he's quite long though and it's getting harder and harder to put his legs and arms through the restraints that come from the top and side. Can I put just his arms in??

DS1 is 3 and a half and he is in a maxi rider with a 5 point harness, is that the one you are talking about?
what do you mean arms and legs??? youve lost me?? you should put arms through and then buckle him up, you shouldnt have to out legs through anything!

The maxi rider comes with a 5 point harness. When it's used as a booster seat down the track you don't use the 5 point harness, but you can get an anti-submarining clip instead, so there is still a strap between the legs.
At that age, you most definitely need to use the full 5 point harness - it would be extremely unsafe without it. Perhaps you could go back to where you bought it and get them to help you with it? My two DSs are in maxi riders at 4 1/2 and nearly 3, and the 5 point harness still fits very easily.
The 5 point safety harness is recommended until 18 kgs on the maxi rider. After that you can use the H harness with the anti-submarining clip. We will be using this until DD is old enough to sit on the seat without any booster and use an adult seatbelt. I think the recommendation is for children 18-26 kgs to use a booster and the H harness.
