I took DD1 to minimaestros when she was about 18 months. I found it really good at that age, as she was really getting into music then and starting to follow intructions a bit better.
I think a lot of it has to do with the actual instructor, our one for MM was fantastic, she seemed to really engage the children and managed to lead them quite well. We did do one free lesson with another group and the instructor was just not friendly (I personally found her too old school maam) and it was just disorganised. So see if can do a free lesson to trial it and maybe try different instructors if you do not like the first.
Think it was about $10 per lesson, but that was around 3 years ago.
