How much extra would you pay (rent or purchase) for a guarantee of good neighbours?

yes but the definition of a good neighbour differs from person to person

so you'd probably have to define what constitutes a good neighbour before you could attempt to put a monetary value on it and what monetary value would depend on the other person, as in I'd like friendly neighbours but somebody who is around all the time would be a huge negative for me but maybe not for another person

well i have had the neighbours from hell (thankfully they have moved otherwise i would have moved lol) they would call the police if we parked the wrong way near our house, they would yell abuse if we walked anywhere near or past their house, my brother was throwing a ball around and it landed over their fence in there yard and we went over to ask if we could have it back and their daughter retrieved it and once we got home heard the mother yelling abuse at the daughter for giving back!
so yeh i think in some situations i would pay extra to have decent or normal neighbours lol

Hmmm, can't answer that. I probably could if I had horrible neighbours now or in the past, but I've been pretty lucky.
