7 month old - how many bottles of milk and at what times?

My mum and I have been looking after my brothers bub and it is upsetting us that he gets really upset and cries for ages at around 11am. We think he could possibly be hungry. The early childhood centre told my SIL to cut out the 11am bottle and she has. He has a bottle when he wakes in the morning, then cereal. Solids at 11:30-12pm and then water, a bottle at 2:30pm then solids for dinner and a bottle at night before bed. We wouldn't care in the slightest if he was happy but he is upset and we are thinking maybe a gradual weaning may have been better? Would love your opinions as I really can't remember! We have mentioned it to her before but she is adamant what the nurse told her. We don't want to interfere but if it makes my mum's life easier to give him some milk when she is looking after him while my SIL works then it might help in bucket loads as my mum is exhausted and we hate seeing him hyperventilate in our care. From what I remember - I'm pretty sure Eden was on bottles in the morning, then mid morning, arvo and night time. Sometimes she woke up during the night for a bottle.
I'm pretty sure at around 8.5 months she went down to 4 bottles a day - one of them being in the middle of the night.
Connor has a bottle at 6-7am (when he wakes up), brekky at 8-9 am, bottle at 11ish, solids for lunch at 12.30, bottle at 4ish, solids for tea at 6.30ish, bottle at 8.30-9ish for bed...he would not cope without a bottle at 11am it is the one bottle he gets really cranky and "asks" for..........he also will sometimes still ask for a bottle through the night, not always but sometimes he will not settle again and is obviously hungry at this time.
