Hayfever does run in our family and our GP has said that DD does have it so in answer to your question yes they can. But there are other things that can cause eye irritation (may sound really silly but she isn't tired is she?)
At the moment we are managing the symptoms with saline (both up the nose and an eye wipe) as there isn't really a lot of medication that either the GP or I were happy giving her right now unless it gets worse - I on the other hand am dosed up with the good stuff - taking care of a bub with streaming eyes and constant sneezing and wheezing just wasn't doing it for me!

DH suffers really badly from hayfever.
Muppity - i just thought it was tired sign but i've been watching her a bit more closely and she does it even when shes just woken up and relatively "happy"
