Puff paint not puffing!

I bought some "puff paint" for something and I've just tried heating it with the hair dryer and its done nothing.....

anything else I can try?

I've never used it, but I thought you were meant to use an iron.
Is there a website? Maybe they have a trouble shooting section

I've looked it up online but so far no help.

If you use it on fabric you use an iron but it says you can use a hair dryer or heat gun if on paper, wood so on.
