We were working in the backyard and DD was playing with her on a lead. Ruby tripped DD over, DD dropped her head so Ruby ran straight out the open gate onto the road where she was hit by a car
She is at the vet and has fractured her hip - we are waiting to see vet about what our options are. We are hoping & praying that she is going to be ok other than her hip.
My question is: Does the driver of the car have any responsibilites regarding her vet bills or is it all us?

No, the driver is not responsible. She was on the road where she shouldn't have been. Dogs have to be under their owners control at all times, so the responsibility is yours. I hope that doesn't come across as harsh. I know how hard it can be to keep control of a dog at all times.
Men huh? Ask him if he was driving down the road and a dog ran out would he be paying the bill?
Poor puppy hope she is ok, our dog would do the exact same thing, sense freedom and run full pelt any which way!!!!
I was told by the council that if my dog caused an accident or damage to someone's car we can be liable for repairing their car and be fined by the council
Poor Ruby. I hope she's ok and its "just" her hip. I hope the kids were ok too - must have been horrible for them to see (you too!). Do you have pet insurance lovely?
Oh dear hope Ruby is okay and gets better soon. Our little terror did the same thing when he was less than a year old when he escaped off the lead while on a walk. All it thought him however was that he didn't like that section of the road for a while not that bolting off and running in front of cars was a silly think to do.
