Maybe mothercare? I've picked up some 1-2 year undies there, not sure if they have smaller sizes but I have a very small 2 year old who can still fit in some size 0 and size 1 clothes.
I TT'd all my kids by 2, so they still had a very small tush! I found Best and Less and target carried the smallest undies. Usually marked 1-2 or 2-3, but each brand varies in size and if you search you will find something. For DD1, I did take in some undies on the side seams so they didn't fall down!
I was just at cotton on kids and they had size 0 undies. Not the little skimpy ones but proper bloomer bottom covering ones. Cotton fabric only. No terry toweling in sight.
Pumpkin patch were the smallest ones I found they have two types and one of the size 1-2 is smaller than the other size 1-2 as they swim on DD. the ones with just the little picture on front and small decorated border frill thing (lol dont know how to describe) are smaller than the ones with patterns all over.
We were given some tiny undies when DD was born but i can't get into her room to check the brand at the moment. Will post tomorrow, but am pretty sure you'd need to buy them online.
The brand we were given was absorba, bit had a quick look online and can't see any. Bright bots make some for kids weighing around 10 kgs if that isn't too big for you.
