When someone slashes your car tyres a few times - is this a form of revenge

A few years ago someone slashed my MIL's car tyres. She left her car on the lawn and discovered one morning three of her tyres had been slashed. After getting them repaired, she found it happened again.(she doesn't have a garage).

I was talking to her the other day about it and asked who she thought it may have been. She mentioned this lady that we both know. I am in contact with this lady. She went on to tell me that she had had an argument with her prior to the tyres being slashed.
I know this lady would often walk to the shops early(at 5am) and was often seen in the neighbourhood going through people's throw-outs(for council clean ups).

I know this lady has a temper and I know she has repaid me for times when I have had small arguments with her.

What type of person would slash car tyres? Is a woman strong enough to do this?

I feel a bit uneasy now having learnt this.

Why bring it up now? If she had a feeling as to who it may have been then why didn't she do something about it at the time?
