Can't hurt to take him. You can also get a nasal aspirator if the snot is thick and goopy and making it hard for him to breathe. Is he otherwise settled? Probably they will just suggest you aspirate the snot out to make him more comfy and breathe easier. But IMO it never hurts to get them checked out.

Yeah, it's usually a sign of infection. Personally, I'd give it a couple of days, especially if you're breastfeeding, unless he seems distressed, and aspirate it, and if it doesn't start clearing up go to the doctor. But that's me, I avoid antibiotics whenever possible hehe. As DH says, the day might come where we won't have access to antibiotics and no-one's going to have a strong immune system! So we hold off as long as possible in our house
I've been told that sometimes the green snot marks the 'end' of the (mostly viral) illness. I do believe that green = bacterial in some cases though. But I don't know that they'd suggest ABs for a 3 week old? Unless there are issues with ears or tonsils.
If its a cold it will probably run its course but if he has temperature or is not eating well and difficutly breathing you should take him to the doctors as that combined with green snot is probably an infection and may get worse if let untreated.
If the doctor suggests antibiotics (which I doubt with your son being so young) and you tell him that you dont want DS taking them yet you could ask for other alternatives. Or go to the chemist and speak to the pharmacist. They are normally quite helpful.
One more thing about antibibiotics ...avoid if possible when your child is young as it can cause discolouration to teeth. This happened to my sister and I as we had anitbiotics when very young. I now have porcelin veneers to cover it and my sisters have had the teeth whitening as theirs wasnt as bad.
