I live in Darwin and it is pretty cold here at the moment and I am one of the strange ones that wears a jumper for half the day. But if you are coming from somewhere cold you will be fine in pants and a tshirt.
Places I can suggest to visit are:
Crocosaurus cove
Wave pool (may be bit cool though)
Museum
Aquaduck
Crocodylus park
Territory wildlife park
Berry springs - they pulled out a quite large croc from an adjoining creek last week...
Jumping croc cruise
Litchfield
For the kids to let of steam there's playshak (Palmerston) and the planet (nightcliff)
