Is there teenage permanent care or adoption in victoria or only under 12s?

I'm a bit confused, I'm looking into adoption and permanent care but it seem it is only possible for children under 12 in Victoria. Does this mean teenagers are only eligible for foster care? I can't seem to find information on this anywhere so some help would be great

A child who is a teenager would have a lot of input in deciding whether they wanted to go from foster care to permanent care or adoption.
