It wouldn't hurt to ask SammiEspecially if you have used the service before... you could say "I was wondering if something went wrong with my prints? They didn't come out as good as last time..."
I find that if you act confused rather than annoyed you are more likely to receive assistance with this kind of thing (where it is up to the shop's discretion).
