You can use it in a hip carry though. Facing out is not recommended primarily for two reasons - one is psychological (the baby is unable to avoid excessive or distressing stimuli by turning in to face away from it), the other is purely comfort for the wearer. Facing out pulls the baby's weight away from the body and puts strain on the shoulders and back.
A hip carry allows them to face you but still see a lot more than what they would in a front carry. HTH!
