I know exactly what you're going through!! My DD was about 15 months when she started just tearing clothes and nappies off and refused to be clothed when inside the home, but still hadn't quite got to the stage where she was ready for TTing.
It got very frustrating for a while, cleaning up after her constantly, but eventually DH and I pulled out the masking tape and explained that big girls who wanted to go nudie HAD to use the potty or toilet, and if she didn't make it to the potty, she'd have her nappy sticky-taped on to prevent mess. She hated it, and within two weeks she skipped right over the potty and straight to using the toilet!
Now DD2 is doing the same thing, we're working on it (DD1 now uses the potty instead of the toilet every time she sees it out where DD2 can get to it in time, grrr!). Meanwhile DD1 is now 3 and a half and right now is naked in front of the TV (gah!), but she is starting to show signs of being aware of her nakedness and won't do things like strip off in shopping centres any more and always asks to put knickies on before going out in case 'someone sees my bum', so eventually your DD will grow out of it and learn that nudieness is for at home when nobody's looking!

My DD is a nudie too, but thankfully doesn't usually take her own clothes off, just keeps nagging me to 'take it off' until I do. She wouldn't use the potty either so we got her a little seat for the toilet and she thinks it's great! She doesn't wear a nappy all day at home now and uses the toilet without many accidents. So maybe try a toilet seat instead?
