Someone with Brown eye can have 2 alleles, I brown, and one blue or green, which is how 2 parents both with brown eyes can have a child with blue eyes.

Two parents with blue eyes would be unlikely to have children with another colour than blue, possible grren, and unlikely but possible brown, depending on mutations, and becuase there are other factors that influence eye colour that are less well understood.
