Rear-facing is much safer so you've done the right thing keeping him that way this long, well done! When you need to turn him FF will depend on the year your seat was manufactured. If it is an older model Meridian, with no height markers, you need to go by weight, which will be 12kgs. If it a post 2010 model it should have height markers, so when he reaches the turn FF marker that's when he needs to be turned.
If you'd like to keep him RFing longer than your seat allows, the new model SnS Meridians and the Infa-Secure Neons and Kompressor models with height markers, have been tested to 15kgs rear-facing and have the highest rear-facing markers on the market at the moment.
Well done for keeping him rear-facing so long!!
ADDIT: If you have a model with height markers it is ok to take the insert out and continue to use RFing without it. That will give you even more time RFing
