How about sending them a link to the car seat laws for your state? As far as I'm aware, while there's a minimum weight they need to reach before they can be turned, there's also a minimum age, and that's 6 months. There's also a youtube video that explains why children should be rear-facing for as long as possible. I'll have a search around and see if I can find it again.
