I have no idea but i would get a second opinion. The doc should of at least sent her off to a specialist because he didn't know what it is. It could be a food allergy or also a plant/grass allergy.

Sorry I'm not able to help you but maybe if it is that bad and they are having no luck with the Dr's see if she can get checked out at the hospital at least that is a step in the right direction into getting the right help they need.
They should do allergy testing on her to work out what is causing it.
