Not sure about the last question but I personally would leave him where he is in pre and then move to kinder next year. Why would you want to move him?

I was going to move him next year but because he is under 4 I don't know if they will move him with out me saying something or if they will wait until he is 4.5!
Half of the kids he has been with this year are moving up next thats why i was going to move him!

Have you asked the staff what they think? I personally would be inclined to keep him with children his age/children who will start school the same year as he will. I have no idea about the CCB though sorry.
