Does the cold hands bother her? Or is it just that it worries you?
My kids always sleep in sleeping bags too, and some mornings their hands are cold. I was told categorically by a nurse that it didn't matter - so long as their torso was warm, then they were warm. Not to be too concerned with their extremities.
Have you put a thermometer in DD's room? What does it drop to? I know our house is coldest very first thing in the morning (before i turn the heating on) and my DS1's room is about 16 degrees. Which is cool - but still fine.
