I waited till DD was at school. It was her choice then.
I remember getting my haircut when i was around 18 I watched a little baby getting her ears pierced, she held her breathe for ages and it scared the crap out of me.

My niece had hers done when she was around 1 and lost several pairs. In the end she had to get them redone again a few months later.
