DD2 has just turned 4 - I think she is quite big but she is 108cm tall and 16.5kg, DD2 was a smaller child but at 4 she was 106cm and 15kg

ETA - both girls are well within normal ranges for that age. There are 2 girls with an anglo mum and asian dad at school and they are MUCH smaller than my kids ie they are 6yo and smaller than my 4yo - but both parents are quite small themselves.

My DS is about to turn 4 and is almost 12kg's...and is 91cm's tall.

He had lots of tests/bloods when he was 1 because he was so small and they all came back fine. Our Pead put him on Poly-Joule which you can buy over the counter at the chemist and we added it to his food and drinks....extra carb's. This helped him put on some more kg's

I don't know how tall my DD is but she weighs around 16.5-17 kg and is 5.5 yo. She isn't the shortest in her grade and nowhere near the tallest. She is just petite, always has been. I am short and DH is only 5'10". I'm sure your DS is just going to be short and of slight build.
