Skeanie's are adorable and recommended by Paediatricians and podiatrists. Check out their website. They are pricey though so the other thing to do it to check out Betts Kids for sale items. They have great shoes that are pretty reasonable on sale

DD has a few cheap ones from Kmart and Target but I try to get the soft soled shoes. When she first started walking, I used ballet flats by Pumpkin Patch and Sprout (Myer) which had little no-slip dots on the soles. They were gorgeous and well priced

When DS started walking I took him to Williams and got him fitted.
We went with a Crayon brand shoe as they are really light and the soles are fantastic!!
He has a really narrow foot so this brand seems to work really well with his feet.

Pay less shoes have great Grosby brand shoes. They have leather soft sole shoes for early walking and great hard soled sandals and shoes.
