Sounds like teething to me! Yes, he's young, but its by no means unheard of. All of his behaviours sound like teething, but the real clincher is that white line in the gums- then you know its not random grumpiness, but truely teeth!

Don't worry, it usually only takes a few days for them to break through and stop causing them pain.
