The ikea high chair only has a lap strap so doesn't matter about height.
The Silver Cross Pop Duo is very suited to tall babies. There is a bit that can be removed so their heads have heaps of room.

Our DD1 is very tall and the ikea high chair still fits at almost 3. It's also sooooooo easy to clean

Another one here with tall babies who also recommends the Ikea highchair. DD2 is almost 3 and we still use it on her occasionally and there is plenty of room.
